Modular delivery shifts the construction and commissioning phases into the vendor’s factory, buying schedule at the cost of early design lock-in and a hard dependency on the vendor’s documentation crossing to site cleanly.

What do you gain and give up with modular delivery?
You gain schedule and a controlled build environment — modules are fabricated and often pre-commissioned in parallel with site works, in a factory rather than a construction zone. You give up late design flexibility: the design must freeze early to release modules to fabrication, so changes discovered later are expensive. The trade is speed and quality-of-build for reduced flexibility and a strong dependency on the vendor.
Does pre-fabrication reduce the qualification burden?
It relocates it more than it reduces it. Factory acceptance testing and pre-commissioning generate evidence that qualification can leverage, but the modules must still be installed, tied in, and qualified as an integrated system on site — and the documentation must cross the factory-to-site boundary intact. Teams that assume "pre-built means pre-qualified" underestimate the on-site tie-in and final qualification.
