The process is already validated in the same facility, so concept risk is low; the risk shifts to comparability — proving the new line performs like the proven one — and to protecting the existing line during the build.

Is a capacity expansion just "copy the existing line"?
That assumption is the main risk. Even a nominally identical line can behave differently because of equipment vendor changes, scale, or utility differences, so the new train must be qualified and its process validated in its own right, with a comparability view against the proven line. Regulators expect evidence the added capacity produces the same quality, not an assertion that it should.
Why is a capacity expansion usually a brownfield project?
Because it is built inside an operating, licensed facility making the same product. That brings the brownfield constraints — protecting the running line during tie-ins and shared-utility work, and managing every change against the existing validated state — on top of the qualification and process-validation work for the new train.
