What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
The compiled engineering record handed from the construction or installation contractor to the owner at mechanical completion — as-built drawings, material and weld certificates, instrument calibration certificates, supplier manuals, test records and the punch list. It is the evidence base qualification leverages instead of regenerating.
The quality of the turnover package decides how much of the commissioning effort can be reused in qualification. Certificates that are missing, unsigned or untraceable to a specific installed item cannot be leveraged, and the work gets repeated under a qualification protocol at far greater cost.
This is why turnover requirements belong in the purchase specification, not in a conversation at handover. A contractor who did not agree to produce traceable documentation will not produce it retrospectively.
