What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
A well-planned, documented, and managed engineering process of placing facilities, systems, and equipment into operation and verifying that they perform according to design intent — forming the science- and risk-based engineering foundation on which formal GMP qualification (IQ/OQ/PQ) is built under the ASTM E2500 approach.
Commissioning is fundamentally an engineering activity rather than a GMP-mandated one, but it is not separate from qualification in practice — under the ASTM E2500 approach, verified commissioning outputs can be leveraged directly to reduce or eliminate redundant testing later performed as formal IQ/OQ. A well-run commissioning program that documents FAT, SAT, startup, and system turnover therefore shrinks the size of the qualification effort that follows it.
Commissioning activities are typically planned in a commissioning plan aligned with the project’s Validation Master Plan, so that engineering and quality teams agree upfront on which commissioning outputs will later count as qualification evidence.
