What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
The tracked register of outstanding defects and incomplete work identified at mechanical completion or during commissioning, each item classified by whether it blocks the next phase. Category A items must be closed before qualification proceeds; lower categories may be carried with documented justification.
The punch list is where a project stops pretending and starts negotiating. At mechanical completion the system looks finished, and the list is the honest record of everything that is not: missing insulation, a valve installed backwards, a label that does not match the P&ID, a calibration certificate nobody can find. Its value lies entirely in classification — what blocks the next activity, what blocks handover, and what can be carried into operation.
The classification is a quality decision, not a project one. An item that affects a product-contact surface, a critical instrument or a control interlock cannot be carried forward as cosmetic, because the qualification that follows would be verifying a system that is not in its intended state. Projects under schedule pressure reclassify downward, and the punch list is where that pressure becomes visible and auditable.
Items closed on the list should be closed on evidence — a re-inspection, a photograph, a signed certificate — rather than on assertion. A punch list closed by the same party that raised it, with no verification, records an intention.
