Look for change records where this person identified an impact the originator had not — a revalidation trigger, a registered detail, a supplier qualification — and for deviations they refused to close on a weak root cause. Independence is the part that has to be seen rather than asserted: a QA function that has never held anything has not yet demonstrated the competency its role exists for.
WHERE IT IS COMMONLY WEAK
The failure is almost never ignorance of the quality system; it is the erosion of independence over time. Release becomes a throughput step, deviations acquire a house root cause that fits most events and explains none, and change control degrades into a notification process that records what has already been decided. Each step is locally reasonable and the aggregate is a quality system that documents decisions rather than governing them.
