The qualified population, not the headcount
A site’s capacity to operate is bounded by how many people are currently qualified for each regulated task, not by how many are employed. Those numbers diverge continuously: qualifications expire, people move roles, new procedures require requalification, and leavers take qualifications with them. A schedule built on headcount will periodically require an activity for which nobody available is qualified.
The measure worth maintaining is qualified coverage per critical task — how many people can perform it, across how many shifts, and how that compares with what the schedule needs. Where the answer is one or two, that is a single point of failure recorded in the training system rather than on any risk register, which is why it is rarely seen until someone leaves.
Critical skills are narrower and scarcer than the org chart suggests
Every regulated site depends on a small number of people whose knowledge is not written down: the person who understands why the process behaves as it does at scale, the engineer who knows which of the control-system behaviours are deliberate, the analyst who can tell a real out-of-specification from an instrument artefact. These are not senior roles necessarily, and they are usually invisible in succession planning because succession planning follows hierarchy.
Identifying them is straightforward and uncomfortable: ask what would take longest to recover if a given individual left tomorrow. The answers are rarely the people the organisation chart would predict, and the mitigation — documentation, deliberate pairing, a second person deployed alongside — is cheap relative to the recovery it avoids.
Contractors carry the same obligations and different attachments
Contract and agency staff performing GxP work are subject to the same training, qualification and documentation requirements as employees, and the regulated organisation remains responsible for their competence regardless of who employs them. Where contractor onboarding runs through a different process from employee onboarding, the two diverge and the contractor route is usually the weaker.
The second issue is retention of knowledge. Contract staff turnover is higher by design, and where contractors hold operational knowledge that was never captured, each departure is a small unrecorded loss. Neither problem argues against using contractors; both argue for running them through the same qualification and knowledge-capture path as everyone else.
SPEQ interpretation — staffing pressure surfaces as quality data first
A site short of qualified people does not report a staffing problem. It reports rising deviations, longer investigation cycle times, batch record errors, delayed periodic reviews and overdue CAPAs — a quality signal whose cause is capacity. The quality system sees the symptom and the workforce plan sees nothing, because the vacancy count is fine.
SPEQ’s view is that qualified coverage per critical task belongs in management review alongside the quality metrics, precisely so the two can be read together. An organisation whose deviation rate rose while its qualified coverage fell has an explanation available that no amount of retraining CAPA will reach.
