WHAT NMPA COVERS

The National Medical Products Administration regulates drugs, medical devices, and cosmetics in China under the Drug Administration Law and its implementing regulations. It handles registration, GMP oversight, and post-market supervision, with provincial medical products administrations carrying substantial day-to-day inspection responsibility.

WHERE IT SITS INTERNATIONALLY

NMPA joined ICH in 2017, became an ICH Management Committee member in 2018, and has been progressively implementing ICH guidelines — which is steadily narrowing the gap between Chinese and international technical requirements, though transposition is guideline-by-guideline rather than wholesale.

HOW ITS REQUIREMENTS BITE

GMP compliance is enforced through registration-linked and routine inspection, with provincial authorities conducting much of the routine work and NMPA handling higher-risk and imported-product oversight. The 2019 revision of the Drug Administration Law significantly increased penalties and introduced the marketing authorisation holder system, shifting lifecycle accountability onto the MAH.

WHAT PRACTITIONERS GET WRONG

  • The MAH system introduced in the 2019 Drug Administration Law reassigned lifecycle accountability — confirm who holds it.
  • Chinese Pharmacopoeia methods and limits can differ from USP or Ph. Eur.; harmonisation is partial.
  • Provincial authorities do much of the routine inspection, so practice can vary by province.
  • ICH adoption is progressive — check whether a given guideline is in force in China before relying on it.
