A wholesale distribution authorisation rests on a named individual who is personally answerable for the quality system and who can stop product moving. The role is not a compliance job title bolted onto a logistics operation — it carries the authority to refuse a release, and an appointment that cannot exercise that authority is a finding about the organisation rather than about the person holding it.

Confirm the appointee meets the knowledge and experience expected
The individual needs demonstrable knowledge of distribution practice and of the obligations attached to the authorisation. Appointing on availability rather than competence produces someone who signs decisions they cannot defend to an inspector.

Write the responsibilities down and give them force
A job description that names the quality system, the handling of returns and recalls, the qualification of customers and suppliers, and the authority to quarantine or reject. Responsibility recorded without the corresponding authority is the single most common defect in this role.

Establish independence from commercial pressure
The person deciding whether a consignment may be released must not be the person whose targets depend on it shipping. Where the reporting line runs into sales or operations, the arrangement itself is the problem however scrupulous the individual is.

Name a deputy and define when they act
Distribution runs continuously and the role does not lapse for holidays. A named deputy with the same authority, and a documented trigger for when they take over, prevents decisions being made by whoever is present.

Make the role visible in the quality system
The person should be approving procedures, reviewing deviations, chairing management review of the distribution system, and signing off self-inspections. A role that appears only on the authorisation and nowhere in the records is nominal, and inspections test exactly that.

Notify changes to the authority and keep the record current
A change of appointee is notified as the authorisation requires, and the handover documented. A period during which the named person had left and the record still showed them is a period the authorisation was not properly held.

Often yes, provided the combination does not create a conflict and the person has the capacity to discharge it.
