What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
Measurable goals derived from an organization’s quality policy that translate strategic quality intent into specific, monitorable targets — for example right-first-time rates, deviation closure timeliness, or complaint recurrence limits. Quality objectives are set at relevant functions and levels, tracked through quality metrics, and reviewed periodically through management review to drive continual improvement.
Quality objectives cascade from a site or corporate quality policy into specific, time-bound targets that functions and departments can actually measure and act on. A policy statement such as “we will manufacture safe, effective product right the first time” becomes an objective like “reduce repeat deviations by 20% within twelve months” — something a quality unit can trend, report, and hold owners accountable for.
Under ICH Q10, quality objectives are one of the mechanisms senior management uses to demonstrate quality system leadership: objectives are proposed, resourced, and reviewed at management review, and progress against them is a standing input to that review. Objectives are typically SMART (specific, measurable, achievable, relevant, time-bound) rather than aspirational statements, and they should link directly to the quality metrics the organization already collects.
A common pitfall is setting objectives that cannot be measured with existing data systems, or that are set once and never revisited — both defeat the purpose of a living quality system that is supposed to demonstrate continual improvement over time.
