What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
Quality metrics are quantitative measures of the performance and health of a manufacturing operation and its quality system — for example, batch and lot acceptance rates, right-first-time, invalidated out-of-specification rates, and on-time CAPA closure. Used well, they support objective, risk-based oversight: they reveal trends, prioritize inspection and management attention, and give leadership signals independent of anecdote. Their reliability depends on consistent definitions and on data integrity in how they are calculated and reported.
Metrics are only as trustworthy as their definitions and their data: an invalidated-OOS rate can be gamed by mislabeling real failures as lab errors, so a metric can hide the very problem it is meant to surface. This is why regulators pair interest in quality metrics with scrutiny of the integrity of the underlying data.
A mature program uses a small set of decision-driving metrics tied to management review and continual improvement, rather than a large dashboard that no one acts on.
