What a definition is not
A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.
The collective term for the physical estate that manufacturing runs on — the building and its classified areas, the utilities that serve them (water, steam, gases, HVAC), and the process equipment itself. It is the scope boundary most commissioning and qualification programmes are written against.
The grouping matters because the three behave differently under qualification. A facility is qualified once and then maintained; a utility is qualified and then monitored continuously; equipment is qualified per unit and requalified on change. A programme that treats them as one homogeneous scope tends to over-test the facility and under-monitor the utilities.
Written variously as FUE, F/U/E, or expanded in ISPE usage to "facilities, systems, utilities and equipment". EU GMP reaches the same scope through the language of premises and equipment.
