What a definition is not

A definition is SPEQ’s plain-language decode of how a term is used in practice, cited to the documents that define it. It is a practitioner reference, not legal or regulatory advice, it does not replace the definition in the source, and where a regulator’s wording differs the regulator’s wording governs.

The conventional written abbreviation for commissioning, carried into pharmaceutical projects from building-services engineering. "Facility Cx" means facility commissioning; the same convention gives RCx for retro-commissioning of an existing facility and MCx for monitoring-based commissioning.

Cx is a notation, not a separate activity — it means exactly what "commissioning" means, and in a regulated project that is a Good Engineering Practice exercise proving a system is installed and operates as designed. It is worth decoding because it appears constantly on drawings, project schedules and turnover documents where space is short, and a reader who has only ever seen "C&Q" spelled out can mistake it for something else.

Keep the boundary clear: Cx demonstrates engineering readiness against the design, while qualification demonstrates fitness for intended use against GMP expectations. Same equipment, different evidentiary standard, different governing practice.
