Systems hold data, data supports decisions, and decisions have to be defensible years later. This is the layer where a regulated enterprise usually discovers that its evidence lives in six places and reconciles in none.

Every system here declares its kind, because utility, process equipment and computerised system are three values of one field and collapsing them is how a utility question gets answered with an IT answer. Almost every row ends in a failure mode — how the crossing goes wrong, how the authoritative copy is lost, the ordinary convenience that defeats the segregation, what the control does not prove.
