Every object the engine surfaces is a candidate for assessment, never a finding. That distinction is the product: the model can tell you an object shares scope with a change, and it cannot tell you whether the change affects it — a qualified person decides that, and the decision belongs in your quality system, not here. Confidence is reported as modelled, inferred or speculative, which are statements about how the relationship was derived and never about how much anything matters; the weakest level says outright to judge it yourself. This is a synthetic change set built for interface design — the source titles are generic classes rather than citations, and nothing here is regulatory advice.
