System Turnover Package (TOP)
Turnover package template for mechanical completion and handover — system boundary, mechanical-completion checklist, documentation manifest (drawings, certificates, records), punch-list register, and the care/custody/control transfer record that starts the qualification clock.
What a template is not
A template is a document baseline to adapt inside your own quality system. SPEQ does not approve, validate, or take responsibility for what you issue from it, and using one is not evidence of compliance.
The package that records mechanical completion and moves care, custody and control from construction to the owner — the moment qualification can start against a defined system with a known documentation set. It fails when the boundary is vague, so two packages each assume the other covers an interface, or when open punch items are carried without categories and nobody can say what was accepted. Acceptance is the owner’s decision.

The ISPE Baseline Guide Vol. 5 (2nd ed.) treats turnover as the controlled seam between construction and commissioning and qualification, and ASTM E2500-25 allows well-documented engineering work to serve as verification evidence — which is why the manifest matters as much as the checklist. EU GMP Annex 15 expects the qualified state to be demonstrable later. None of them sets your punch categories or your acceptance threshold; those are owner determinations, and the package structure here is SPEQ synthesis for recording them.
