WHAT NPRA COVERS
Malaysia’s National Pharmaceutical Regulatory Agency (NPRA) is the secretariat to the Drug Control Authority (DCA) and regulates medicine manufacture through the Control of Drugs and Cosmetics Regulations 1984, made under the Sale of Drugs Act 1952. NPRA adopts the PIC/S Guide to Good Manufacturing Practice as the standard it uses to assess GMP conformity, and GMP status supports the product registration the DCA grants.

HOW ITS REQUIREMENTS BITE
Registration decisions rest with the Drug Control Authority; NPRA provides the technical and administrative function, assessing GMP conformity against the adopted PIC/S Guide for both Malaysian and foreign manufacturers. As a PIC/S member since 2002, NPRA can accept GMP certificates and inspection reports from other PIC/S member authorities, or from authorities with a cooperation arrangement such as an MRA, in place of a new inspection.
What practitioners get wrong
- The DCA is the decision-maker; NPRA is its secretariat — cite the right body for the right function.
- NPRA adopts the PIC/S GMP Guide, so evidence prepared for other PIC/S authorities maps across.
- Foreign manufacturers are assessed through acceptable GMP evidence or a GMP inspection — a home-country PIC/S certificate is often the fastest route.
- Certain products carry additional requirements, such as halal certification, handled through separate frameworks.
