How to Perform a Technology Transfer
Move a product or process to a new site without losing the knowledge that makes it work.
What a how-to is not
A how-to is SPEQ’s practitioner method, not a procedure. It does not replace your own SOP, it is not a validated approach, and the judgement calls in it belong to your quality unit.
Technology transfer moves a product, process, or method from one site or unit (the sending unit) to another (the receiving unit) — during development-to-commercial hand-off or site-to-site moves. The goal is that the receiving unit can reproduce the process reliably. Most failures come not from equipment but from process knowledge that never made the trip.

Plan the transfer and define scope
Plan the transfer with a defined scope, a named sending and receiving unit, and agreed acceptance criteria for what a successful transfer means. Ambiguity about what success looks like is the reason transfers linger: without criteria agreed at the start, the receiving site keeps demonstrating and the sending site keeps asking for more.

Transfer the knowledge, not just the documents
Transfer the knowledge rather than the documents. The batch record and the method describe what to do; the knowledge is why the limits are where they are, which parameters are unforgiving, what has gone wrong historically, and the adjustments the sending site makes without recording them. That last category is what makes transfers fail, and eliciting it requires people rather than files.

Assess the receiving site’s gaps
Assess the receiving site’s gaps honestly against what the process needs — equipment differences, utility quality, analytical capability, environmental classification, and the experience of the people. Equipment that is nominally equivalent is the common trap, since equivalent capacity does not imply equivalent shear, heat transfer or hold time.

Qualify and validate at the receiving site
Qualify and validate at the receiving site rather than assuming the sending site’s work transfers. Equipment qualification, cleaning validation, analytical method verification or transfer, and process validation all apply to the new context, and the cost of the transfer is dominated by these rather than by the documentation exchange.

Demonstrate equivalence
Demonstrate equivalence with pre-agreed criteria and enough batches to say something about consistency rather than capability on a good day. Where the receiving site’s product differs within specification, decide explicitly whether that difference is acceptable, and record the reasoning — an unexamined shift becomes the new normal.

Close out and hand over
Close out with a report that states what was transferred, what was demonstrated, what differs between the sites, and what the receiving site must continue to monitor. Hand over the knowledge as well as the documentation, and make sure the sending site’s obligations end at a defined point rather than trailing off.

What is technology transfer?
