What a how-to is not

A how-to is SPEQ’s practitioner method, not a procedure. It does not replace your own SOP, it is not a validated approach, and the judgement calls in it belong to your quality unit.

A site selection assessment evaluates candidate sites for a regulated manufacturing or laboratory operation against the criteria that matter for GxP — utilities, contamination control potential, regulatory environment, logistics, and expansion capability — so capital is committed to a site that can actually support compliant operation.

THE STEPS

    Define the selection criteria

    Agree the criteria and their weighting before looking at candidates, and include the regulated ones alongside the commercial. Utilities capacity and quality, water source and treatment burden, available classified space, expansion room, local technical labour, and proximity to the supply chain all belong beside cost and incentives. Criteria agreed after candidates are known tend to describe the preferred candidate, and the assessment then documents a decision already taken.

    Assess each candidate against the criteria

    Assess each candidate against the same criteria with the same evidence standard, and record what was verified rather than what was represented. Site visits, utility capacity confirmations, and local regulatory enquiries produce different-quality answers from a marketing pack, and an assessment that mixes them without saying which is which is not comparable across candidates.

    Assess GxP-specific feasibility

    Assess the GxP-specific feasibility that a commercial comparison will not surface: whether the building shell can hold the required classifications and pressure cascades, whether utility quality can be achieved economically from the available source, whether contamination-control segregation is achievable in the footprint, and what the site’s history means for its soil, water and neighbours. A site that can be made compliant at great cost scores differently from one that cannot.

    Assess regulatory and logistics factors

    Assess the regulatory and logistics dimensions: which authorities will inspect the site, what registration or licensing lead times apply, the import and export regime for materials and product, and — where cold chain matters — the realistic transport lanes and their seasonal extremes. These determine when the site can actually supply, which is often a later date than the construction schedule implies.

    Score, document, and recommend

    Score the candidates, document the reasoning behind each score, and make a recommendation that states its own weaknesses. The record matters beyond the decision: the constraints identified here become the design inputs for whichever site is chosen, and the risks accepted become the ones the project must manage. A recommendation without its dissenting considerations is hard to revisit when one of them materialises.
