A Health-Based Exposure Limit (HBEL), commonly expressed as a Permitted Daily Exposure (PDE), is the maximum daily amount of a substance a person can be exposed to without an appreciable health risk, derived toxicologically from the point of departure (e.g. NOAEL) divided by adjustment factors. In shared-facility manufacturing it sets the scientific basis for cross-contamination and cleaning limits.

The PDE is calculated as the point of departure (typically the NOAEL or NOEL) divided by the product of several uncertainty/adjustment factors (interspecies, intraspecies, study duration, severity, and a factor for the point-of-departure type). The result is a mass-per-day figure that flows into MACO calculations.

HBELs must be set by, or reviewed by, someone with appropriate toxicological/pharmacological expertise. Highly hazardous compounds (sensitizers, genotoxins, certain hormones and cytotoxics) may require dedicated or segregated facilities regardless of the calculated limit.
