The planned set of controls — derived from current product and process understanding — that assures process performance and product quality, comprising controls on material attributes, facility and equipment conditions, in-process controls, finished-product specifications, and their associated monitoring and control methods, spanning the full manufacturing lifecycle.

A control strategy is what ties the individual pieces of Quality by Design together into one coherent scheme: it takes the critical quality attributes and critical process parameters identified during development and states, concretely, how each is going to be controlled in routine manufacture — through raw material specifications, in-process monitoring, equipment operating ranges, and finished-product release testing.

It is documented in the regulatory filing and is directly linked to the established conditions that define what would count as a post-approval change. As process understanding deepens over the product’s commercial life — through ongoing process verification data — the control strategy itself can evolve, typically shifting some reliance from end-product testing toward in-process and real-time controls.
