QMM vs ICH Q10 vs ISO 9001 — how they line up.
FDA QMM, ICH Q10, and ISO 9001/13485 cover overlapping ground with different purposes: the standards define the quality system you must have; QMM rates how mature it is. Here is the coarse map between them — the orientation, not a certified equivalence.
ICH Q10 §2 — Management Responsibility (leadership, quality policy, planning, review)
ISO 9001 cl. 5 (Leadership) + cl. 9.3 (Management Review); ISO 13485 cl. 5
HOW THEY RELATEAll three make senior management accountable for the quality system. ISO and ICH require the machinery (policy, review); QMM rates whether leadership commitment is real and felt, which the standards cannot mandate.
ICH Q10 as a whole — the four elements + knowledge & risk-management enablers
ISO 9001 cl. 4 (Context & QMS) + cl. 10 (Improvement); ISO 13485 cl. 4
HOW THEY RELATEICH Q10 IS the PQS; ISO cl. 4 establishes the QMS and its processes. QMM rates how connected and improving that system is — the maturity above the baseline the standards require.
ICH Q10 §3.1 (process performance & product quality monitoring); ICH Q8/Q9/Q11
ISO 9001 cl. 8 (Operation) + cl. 9.1 (Monitoring & measurement); ISO 13485 cl. 7–8
HOW THEY RELATEThe design, control, and monitoring of the process. ISO/ICH require control and monitoring; QMM rates the depth of process understanding and capability behind it (QbD, Cpk, science- and risk-based verification).
ICH Q10 §3.2 (CAPA) + §1.6 (continual improvement); ICH Q9(R1)
ISO 9001 cl. 6.1 (Actions to address risks & opportunities) + cl. 10.2 (CAPA); ISO 22301
HOW THEY RELATEPreventing and recovering from failure. ISO 9001 cl. 6.1 introduced risk-based thinking; ISO 22301 covers continuity specifically. QMM rates resilience — a forward-looking lens the shortage-driven QMM program adds on top.
ICH Q10 §2.7 (resource & training) and the quality-culture intent
ISO 9001 cl. 7.1–7.3 (Resources, Competence, Awareness); ISO 13485 cl. 6
HOW THEY RELATEPeople and culture. ISO/ICH require competence, training, and awareness; QMM rates the observable quality culture — stop-the-line authority, psychological safety — which the standards touch only obliquely.
The frameworks and their element/clause names are facts; the alignment between them is a SPEQ interpretation to help you orient — a coarse bridge, not a certified equals sign. A full clause-level mapping is a separate, detailed exercise.
Is FDA QMM the same as ICH Q10?
No. ICH Q10 defines the pharmaceutical quality system a manufacturer must operate; FDA QMM rates the maturity of that system beyond baseline CGMP compliance. Q10 is the requirement, QMM is the maturity assessment layered on top. A site can be fully ICH Q10 / CGMP compliant and still score low on QMM, because compliance is a floor and maturity is a different axis.
How does QMM map to ISO 9001?
ISO 9001:2015 organises a quality management system into clauses 4–10 (context, leadership, planning, support, operation, evaluation, improvement). QMM’s five practice areas map coarsely onto those clauses — management commitment to leadership (cl. 5), technical excellence to operation (cl. 8), employee empowerment to support (cl. 7), and so on — but the frameworks have different purposes: ISO certifies a system exists and works; QMM rates how mature it is.
If I am ISO 13485 or ICH Q10 compliant, will I score well on QMM?
Not automatically. Compliance means the required system elements are present and functioning; QMM maturity asks how capable, connected, and improving they are. The gap between "compliant" and "mature" is exactly what QMM measures — and it is where drug shortages and recalls originate, since those failures usually come from compliant sites whose maturity was thin.
Is this crosswalk an official equivalence?
No. The frameworks (FDA QMM, ICH Q10, ISO 9001/13485) and their elements are facts; the alignment between them on this page is SPEQ’s practitioner interpretation to help you orient. It is a bridge for understanding, not a certified equals sign, and it is deliberately coarse — a full clause-level mapping is a separate, detailed exercise.
