WHAT WHO COVERS

The World Health Organization sets normative standards for medicines quality and access, publishing GMP, GDP, and related guidance through its Technical Report Series. Its standards are especially consequential for markets whose national regulations reference WHO guidance directly, and for products procured by UN agencies.

WHERE IT SITS INTERNATIONALLY

WHO guidance underpins many national GMP regimes and is closely aligned in substance with PIC/S. Its Listed Authority framework is becoming the common language for regulatory reliance between countries.

HOW ITS REQUIREMENTS BITE

WHO has no enforcement power. Its guidance carries weight in two practical ways: national regulators adopt it into their own binding rules, and the WHO Prequalification Programme assesses medicines, vaccines, diagnostics, and manufacturing sites for suitability for UN and donor procurement — an assessment that functions much like a regulatory approval for those channels.

WHAT PRACTITIONERS GET WRONG

  • WHO GMP is the baseline that many national frameworks in emerging markets adopt more or less directly.
  • Prequalification is a distinct route with its own dossier and inspection expectations — not a substitute for national approval.
  • TRS annexes are numbered by report; cite the annex, not just the report number.
  • The WHO-Listed Authority designation is increasingly used by regulators as a basis for reliance.
