Freshness is monitored per feed against an expected interval, daily, and a feed going stale raises an alert to the operator rather than failing quietly.

How change is detected

Every scan stores a content snapshot and its hash. A source that republishes without substantive change produces no candidate. A source whose content hash moves against its previous snapshot produces one, tagged new or changed, with a confidence marker.

This matters because the failure mode of regulatory monitoring is not missing a change — it is drowning in republication noise until you stop reading the alerts.

Why a person still reads everything

Automated detection is good at something moved here and bad at this is what it means. Every candidate carries a review status and reviewer notes, and nothing publishes without disposition. Where a source carries a copyright constraint, the attribution record carries that constraint and SPEQ links rather than reproduces.

SPEQ proposes. The practitioner decides. That is not a limitation of the current version — it is the design.

What it connects to

A published change resolves against the decoded standards it touches, the disciplines and sectors it affects, the maturity domains it scores against, and the tool or template that produces the evidence. Detection without that mapping is a newsfeed. The mapping is the product.
