Whose responsibility is a contractor’s training record?
The host organisation’s. Contract and interim staff must be qualified for the tasks they perform and their training evidenced to the same standard as employees. If an inspector finds a gap in a contractor’s competence record, it is the host site’s finding — the staffing agency supplies the person, but the licence holder owns the qualification.
Why is training a quality issue rather than an HR one?
